Reproductive Health and Safety Education
In 2009 the North Carolina Generally Assembly passed and the Governor signed into law the Healthy Youth Act, significant legislation regarding the instruction of reproductive health and safety. The new legislation revises a portion of the General Statute115C 81(e1) e (pdf, 108kb) and must be implemented beginning with the 2010-2011 school year.
Reproductive Health and Safety Education (RHASE):
The Reproductive Health and Safety Education (RHASE) curriculum is a product of House Bill 88.. RHASE maintains the standard of abstinence until marriage while adding the effectiveness and safety of FDA approved methods of reducing sexually transmitted diseases (STDs). The most important component of RHASE is the constant focus on healthy relationships and medically accurate information presented to develop the skills of health literacy. Finally, RHASE also provides instructional strategies to allow interaction between students and parents or caregivers.
Parent Consent for Student Participation: Parents have the right to withhold consent from the student’s participation in all or specified portions of the reproductive health and safety education curriculum. An opt-out form is located on this website.
